Position Title: Chief Financial Officer

Department: Executive Office

Salary: $120,000

The CFO will provide leadership and coordination in the administrative, business planning, accounting, and budgeting efforts. S/he will be responsible for identifying opportunities for significant savings, appropriate investment and solutions for addressing the City's current structural deficit. S/he will be responsible for moving the city to being citizen and results driven through the use of performance standards, benchmarks, and results achieved.

 

Position Responsibilities :

  • Provide oversight and leadership for the City's financial management and reporting
  • Lead integrated strategic and financial planning efforts
  • Frame, cost, and analyze resource allocation decisions
  • Identify cost saving and consolidation opportunities
  • Develop strategies for dealing with investment requirements
  • Develop solutions for dealing with the City's current structural deficit and exposure with respect to pension and retiree health liabilities
  • Provide direct supervision for the work of the analysts and procurement, Treasurer, Assessor and Information Technology function
  • Integrate the operating and capital budgets
  • Work with Comptroller to prepare annual reports to residents on the financial condition of the City.
  • Establish and maintain appropriate internal controls and safeguards.
  • Ensure compliance with local, state and federal budgetary requirements.
  • Approve and coordinate changes and improvements in automated financial and management information systems.

 

Qualifications :

•  Bachelor degree with a major in Accounting, Business or Finance preferred
•  CPA, MPA or MBA preferred
•  8-10 years of management experience in a finance, audit and controller functions
•  Experience with complex negotiations

•  Municipal and/or government experience preferred

Position Title: Director of Performance Management

Department: Executive Office

Salary: To upper 80K Range

The role of the Director is to implement the City's new Performance Management system: the ‘NewStat' program. This includes the collection of key information on a range of city programs and services and making data-driven decisions on how to improve the City's operations. The Director of Performance management will work closely with Department Managers and residents to determine what measures are appropriate and, in turn, how to collect and report the relevant information. Once the system is in place, the Director will have responsibility for maintaining the integrity of the data, for the on-going goal-setting process, and for the reporting results.

 

Position Responsibilities :

  • •  Implement a working performance management system and build support for its value/use throughout City hall

    •  Work closely with Department Managers and community members to identify measures of success and annual goals

    •  Oversee the collection and analysis of all pertinent data

    •  Prepare for, convene and facilitate regular meetings between the Mayor, COO and Department Managers to review performance data

    •  Monitor service delivery, financial performance and timely completion of projects and priorities

    •  Assist the CFO and Department Managers in the preparation of a performance-based annual operating budget

    •  Oversee the design and administration of resident and staff satisfaction surveys

Qualifications : Bachelor's degree, MPA or MBA preferred.  6-8 years of management experience in performance management, process improvement, and/or data-driven management.  Municipal and/or government experience preferred.  Consulting experience and influending skills a definite plus.  Must be able to establish cooperative working relationships with a broad range of stakeholders.

Position Title: Lead Programmer/Supervisor of Operations

Department: IT

Salary: $64,000 to $71,000

Position Responsibilities:

Under the direction of the Director of IT, the successful candidate will:

•  Perform user needs analysis determining how technology can best help city employees perform their duties in the most effective and efficient manner.

•  Analyze, develop, write, test and document programs and system applications based on user specifications.

•  Develop and conduct training and ongoing support of all City software.

•  Train city employees in the use of all application software.

•  Manage software implementation, testing, training, support of end-users and database administration as well as the supervision of 2 third party financial application

  Oversee new software releases and patches for third party software.

 

Qualifications: A BS in Computer Science or the equivalent combination of experience and education and three to five years of experience in systems programming and supervision. Extensive experience in the use of Microsoft Access is a must. Knowledge of Cognos Impromptu and Informix 4GL is desirable. Knowledge of UNIX and Linux operating systems and shell scripting is preferred. The successful candidate must also possess demonstrable communication and interpersonal skills in addition to very strong analytical skills which are expected of a senior staff member.

Position Title: Time and Construction Clerk

Department: Public Works

Salary: $20.17 per hour

 

Position Responsibilities : The person in the position is responsible for preparing payrolls for division(s) within the department, maintaining personnel database of attendance records, recording and compiling data, generating reports, performing related clerical duties, and providing customer service. Records time worked by City employees in municipal construction, maintenance, and repair work in accordance with established payroll procedures and union contracts. Creates, maintains and assures accurate, and timely records of overtime, including Fair Labor Standards Act (FLSA) adjustments, sick and vacation time, and adjustments necessary for payroll. Maintains a personnel database of attendance and Special Leave records and reports. Creates computer generated reports and distributes job costs to accurately reflect charges, and maintains records of same. Assists with the budgetary process.

 

Qualifications :

Associates Degree and seven to ten years (7-10) of payroll processing and record keeping experience; or an equivalent combination of education and experience. Must be proficient with Microsoft Office and be able to demonstrate ability with payroll databases. A candidate for this position must have a valid Massachusetts driver's license.

Position Title: Web Services Specialist

Department: Library

Salary: $45,716 - $51,431

 

Position Responsibilities : The web manager/programmer will be responsible for the Library's digital initiatives and online resources in order to enhance access to the collection, promote the library in the community and expand patrons' online experience. Other responsibilities include developing staff resources, re-organize and re-design of the existing web, and exploring the use of 3 rd party online social networking as a means of interacting with patrons. The successful candidate will also help launch new initiatives in digitizing the Library's collection and online information portals. This position emphasizes the use of web programming to modernize the Library's online presence.

 

Qualifications : Bachelor's degree preferably in Computer Science, Software Engineering or master's degree in Information Science or similar field. Strong communication skills are required. 2+ years experience administering website, developing web pages using coding software and languages and developing web applications (PHP/mySQL, ASP/Access, etc). Prior experience delivering library-focused web resources (Digital Library programs, etc) is a plus.

Position Title: Website Developer - Computer Technician

Position Responsibilities : Design, construct and maintain both the City's website and Intranet site. Develop prototype web pages for various City departments. Maintain website for accuracy and timeliness. Provide help desk support. Develop ASP/PHP applications to meet end user needs. Install various software and workstations. Conduct software training sessions.

 

Qualifications : Must be proficient in PHP, ASP.NET or similar scripting language. Experience with Dream Weaver, Macromedia Flash and Microsoft Internet Information Server is desirable. Microsoft Office proficiency is required as are strong interpersonal skills and good verbal and written communication skills. A degree in Computer Science is preferred but experience will be considered.

BENEFITS AND POLICIES

Open Enrollment and Health and Dental Forms and Information for Active/Retired Employees!

The City offers a comprehensive and generous benefits package to all employees working twenty or more hours per week.

Medical/Dental: We offer three options for healthcare that are paid eighty percent by the city and twenty percent by the employee.  We also offer two options for dental where the employee pays fifty percent of the premium.

Life Insurance: We provide Basic Life Insurance where both the City and the employee pay fifty percent. Supplemental Insurance is also available to all benefits eligible employees at 100% of the premium.

Employee Retirement System: The amount of 9% of the first 30k of an employees’ gross weekly wages is deducted from salary for retirement.  An additional 2% is deducted for wages exceeding that for retirement.

Flexible Spending Accounts: Health Care Accounts allow tax-free, out-of-pocket costs to be reimbursed for eyewear expenses, dental expenses, etc. Dependent Care Accounts allow tax-free costs for day care for children or adult care for elders.

Educational Assistance: Educational Assistance is available through various City of Newton Training Programs and Tuition Reimbursement Programs in conjunction with the applicable union contract, as well as Boston College Vouchers for Graduates and Undergraduates.

Family and Medical Leave Act

The Family and Medical Leave Act (FMLA) provides up to 12 weeks of unpaid, job-protected leave to eligible employees for certain family and medical reasons. Employees are eligible if they have worked for at least one year and for 1,250 hours over the previous 12 months.
