FUNDING GUIDELINES & DEADLINES
 Pre-proposals are the required first step in requesting funds.
  • Start by reviewing the appropriate Forms & Instructions below -- for housing, historic resources, & other projects.  
  • All online forms are read-only! Contact staff for fillable versions. Then use the appropriate form to submit a pre-proposal for discussion at any regular CPC meeting. 
  • If your project is strongly time-sensitive, your pre-proposal should explain why & ask if the CPC will consider your full proposal "off-cycle," before or after the next regular funding round. 
  • If you are requesting additional funds for a previously funded project,  your pre-proposal should ask  if the CPC will consider your full proposal through its shorter, "supplemental" process.
  • Click on Calendar for rolling submission deadlines. 3 July 2012 is the last day to submit a pre-proposal for the next regular funding round, but the earlier you submit your pre-proposal, the better. Early pre-proposals help the CPC reserve funds for worthwhile future projects.
  • Based on your pre-proposal, the CPC will either discourage, encourage, or set certain conditions for submission of a full proposal. You should work closely with staff to prepare and submit a full proposal.
Full proposals must cite the goals the project will meet from existing city-wide plans, starting with the two-part  Newton Community Preservation Plan:

Massachusetts Community Preservation Act (CPA)
The Community Preservation Act itself (Massachusetts General Laws chapter 44b) specifies how the Act is adopted and implemented in local communities. 
CP funds may be spent only on community (affordable) housing, historic resources, open space, & land for recreational use. The Act also specifies the types of work or activities that may be funded for each resource, to ensure that "community preservation funds [do] not replace existing operating funds, only augment them."  For more information about the CPA, click on the links below:
