Stearns and Pellegrini Parks Renovation Study

Purpose

Over Spring and Summer 2005, the City of Newton through the Department of Planning and Development and the Parks and Recreation Department led a master planning effort to develop improvement ideas for Stearns and Pellegrini Parks in Nonantum with the goal of completing the improvements over a five-year period. Pressley Associates, a landscape architectural firm, assisted the City with an inventory and condition analysis of existing equipment and fields, led a series of meetings to obtain public input, developed reasonable and maintainable design options, and produced a final conceptual plan that will act as a blueprint for improvements.

The City of Newton has provided several opportunities for resident participation through a series of public meetings. The first meeting covered the current conditions and concerns of the parks as well as discussed the results of the questionnaire. A detailed questionnaire was mailed to each household within a quarter-mile of each park that asked for information on how and how often people use the parks, their top concerns, and ideas for improvements.

The second meeting was a design charrette which is a short but intensive planning workshop that is designed to stimulate ideas and involve the public in the community planning/design process. The third meeting was a presentation and discussion of 2 alternate plans for each park, building on the suggestions made at the charrette. The fourth and final meeting was an unveiling and a celebration of the final conceptual plan as well as an overview of the implementation strategies.

Funding for the master planning was made possible by the City’s Community Development Block Grant (CDBG) and Community Preservation Act (CPA) programs.
