Thank you for your interest in the Newton Housing Rehabilitation Program, a federally-funded program, that provides funding assistance for housing rehabilitation. Eligible applicants include income-eligible homeowners, nonprofit affordable housing organizations and the Newton Housing Authority. The principal purpose of the Program is to increase the supply of decent, safe and sanitary affordable housing in the City of Newton. Eligible properties include owner-occupied single and two-family residential structures and owner-occupied condominium units and deed-restricted affordable rental units owned by a nonprofit housing organization or the Newton Housing Authority. The Program provides funding in the form of deferred payment loans at zero percent interest due upon sale or transfer of the property and forgivable loans for certain emergency work, the remediation of hazards such as lead paint, asbestos and mold and accessibility improvements. Forgivable loans are forgiven 20 percent each year over a five-year term. Funding assistance in the form of a grant is limited to specific types of work and only available to first-time homebuyers, who have received downpayment assistance from the City to acquire an affordable unit, and homeowners who are 62 and older. Eligible work includes the correction of code violations, accessibility improvements, hazard abatement, preservation/restoration of historic residential properties, weatherization, energy conservation and efficiency improvements, etc. Emergency funds are also available when health and safety issues must be immediately addressed.
