Position Title: Chief Procurement Officer
Department: Purchasing
Salary: Low to mid 80's
Responsibilities:
Manage and direct the procurement process for both City and School Departments.
Coordinate City wide centralized purchasing objectives, policies, programs, and procedures that achieve the goal of maximum cost savings and optimum utilization of the City's purchasing power. Obtains pricing from outside vendors. Opens bids for construction, building projects and goods and services with outside vendors and contractors. Carries out procurements in accordance with all state laws and City Ordinances. Develops bid specifications and consolidates purchase of like common items to obtain maximum economical benefits. Oversees and approves all requisitions, purchase orders, and contracts. Reviews and finalizes award recommendations to Mayor for approval. Develops new programs and obtains information on economical trends and market conditions. Prepares and oversees departmental budget. Works with the law department to review bid specifications and legal problems. This position is responsible for processing, all purchase orders, quotes, bids and letter bids for all operating departments, including schools. Serves as a resource to all departments to assist with procurement procedures, review specifications and awards. Manages and directs the City's printing facilities and mailroom function.
Qualifications:
The ideal candidate will have strong working knowledge of MGL Chapters 30B, 30 s.39M, and Chapter 149, exceptional communication skills, including the ability to develop and maintain/sustain positive working relationships with vendors, contractors, bidders, employees, supervisors, boards and committees/commissions as well as the general public, bachelors degree in business, public policy or public administration or related field, Massachusetts Certified Public Purchasing Official (Supplies and Services) and 3- 5 years of managerial experience, masters degree a plus.

Requirements:
Position provides laborer and equipment utilization functions for the department. Responsibilities include operating heavy trucks and unskilled laborer's tools required for work projects, and ensuring for the safe and efficient operation of vehicles and machinery.
Qualifications:
A candidate for this position should have a High School Diploma or equivalent; one to three (1-3) years of experience in operating heavy trucks and equipment, or an equivalent combination of education or experience. A candidate for this position must possess a valid Class B Massachusetts Commercial Driver's License. Class A preferred. A candidate for this position must have a valid Massachusetts Drivers License.

Position Title: Library Director

Requirements:
The Trustees of the Newton Free Library are seeking a creative and dynamic Director to lead the library system in an educated and vibrant community of 83,000, contiguous to Boston and home to several colleges. The new Director must be a community leader capable of envisioning, developing and managing services for a diverse community with wide ranging informational, educational and cultural needs. Consistently in the top 10 on the HAPLR list for communities of its size, the Newton Free Library strives to provide cutting-edge services and programs, and to offer its users 24/7 library capabilities and resources using up-to-date technologies. The Newton Free Library is based in a modern 91,000 sq. ft. building and has 69 FTEs, including 28FTE MLS librarians. In addition to comprehensive media and information resources, the Library offers a full schedule of cultural and educational programming. The annual budget is just over $5,000,000.
Qualifications:
Applicants should be prepared to demonstrate strong management skills, along with the vision and leadership to continue Newton's track record of excellence among large community libraries. The ideal candidate will have excellent communication and interpersonal skills, knowledge of the newest library trends, and an enlightened perspective on evolving technologies. The position requires at least 10 years of library experience including 5 years in a senior management position, and an ALA accredited MLS degree. The City of Newton is an EEOC Employer.

Position Title: Payroll/Financial Systems Analyst
Salary: $54,000 to $65,000 depending on experience
Responsibilities:
Oversee the preparation and processing of payroll production; i.e. checks, reports, files for outside agencies. Maintain all payroll/personnel tables; i.e. taxes, deductions, pay codes. Develop and manage the timekeeping systems for all city employees. Train new and current staff involved in financial applications (FinancePlus and Munis) by developing standard operating procedures and maintaining procedure manuals for all financial systems; i.e. payroll procedures, tax billing and receivables. Provide end-user support in financial applications. Oversee the preparation and processing of all municipal tax billings. Manage and be subject matter expert for all financial related systems including FinancePlus payroll/personnel system, Munis tax billings and receivables. Perform financial systems monitoring and auditing as required. Implement new financial application modules as they become available. Act as liaison with Accounting, IT and other City Departments and external vendors to research software problems and ensure processing is completed timely and accurately. Coordinate with departments to develop automated systems to enhance departmental efficiencies. Write and produce necessary reports from financial applications as required for both internal use and mandated by external agencies. Perform routine custom reporting to develop and analyze financial systems metrics; i.e. turnover and attendance from HR database.
Qualifications:
Bachelor's degree in Information Technology, Human Resources, Finance or related field. 3-5 years of payroll/financial systems experience with staff in multiple locations. Excellent interpersonal communication skills, and strong listening/influencing skills. Ability to partner with teams outside department. Experience with HR/financial systems and database design. Commitment to customer service and teamwork. Experience with Cognos report writer a plus.

Position Title: Performance Manager
Department: Executive
Responsibilities:
Manages and coordinates city-wide efforts to ensure that performance management (PM) and quality improvement (QI) programs are developed and managed using a data-driven focus that sets priorities for improvements aligned to ongoing strategic initiatives. Develops and communicates the strategic vision, scope and mission of the Executive Office. Assures that city-wide PMQI initiatives are focused and aligned on improving operational and program efficiencies and effectiveness; participates in organizational strategic planning and provides leadership for PM and QI policy development; provides leadership and coordination for improving municipal core functions and evaluating the impact that systems improvements have on the delivery of services; and researches and develops PM and QI training programs that focus on enabling the workforce to achieve improvements. The position reports to the Chief Financial Officer. The employee must be able to function with a high degree of independence and considerable discretion. The employee must be able to act independently as a representative for the executive management or leadership team. Supervises and mentors the Performance Management Analyst.
Qualifications:
Bachelors' Degree, MBA/MPA a plus, and 10 or more years of experience in performance management/quality improvement. Municipal experience a plus.

The City offers a comprehensive and generous benefits package to all employees working twenty or more hours per week.
Medical/Dental: We offer three options for healthcare that are paid eighty percent by the city and twenty percent by the employee. We also offer two options for dental where the employee pays fifty percent of the premium.
Life Insurance: We provide Basic Life Insurance where both the City and the employee pay fifty percent. Supplemental Insurance is also available to all benefits eligible employees at 100% of the premium.
Employee Retirement System: The amount of 9% of the first 30k of an employees gross weekly wages is deducted from salary for retirement. An additional 2% is deducted for wages exceeding that for retirement.
Flexible Spending Accounts: Health Care Accounts allow tax-free, out-of-pocket costs to be reimbursed for eyewear expenses, dental expenses, etc. Dependent Care Accounts allow tax-free costs for day care for children or adult care for elders.
